Division 26 - Electrical Vehicle Charging

  1. This information provides guidelines for Electrical Vehicle Charging Stations. Temporary facilities and controls are covered in other parts of these standards or are available from the Facilities Development and Operations (FDO) project representative. 
  2. Washington State encourages green building design, construction and utility operations. The University seeks to reduce negative effects on natural resources and the environment, while providing a productive and healthy environment.
  3. Electrical Vehicle Supply Equipment is supplied by AC power for Level 2 charging capabilities and associated appurtenances. 
  4. Installation shall comply with applicable city, county and state codes and ordinances. 
  5. Installer shall be an authorized representative who is trained and approved by the manufacturer.
  6. Manufacturer shall be a firm engaged in production and support of electrical vehicle charging stations of types and capacities which have been in similar service for a minimum of 5 years.
  7. Preferred manufacturer and models: ChargePoint CT4021-GW1 & CPF50 (Fleet)
  8. Power Requirements (each charging station) (CT4021):
    • 208 Volt single phase power connections
    • Input Rating: maximum 32 Amps
    • Conductor and breaker sizing for 40 Amps
    • Integral GFCI with Auto-GFCI fault-retry
  9. Power Requirements (each charging station) (CPF 50):    
    • 208 Volt single phase power connections
    • Input Rating: maximum 50 Amps
    • Conductor and breaker sizing for 70 Amps
    • Integral GFCI with Auto-GFCI fault-retry
  10. EV Cable and Connectors:
    • SAE J1772 connector
    • Cable(s) with management system, connectors and a retractor
    • Field-replaceable connector and cable assembly
  11. Enclosure: 
    • Rated for WWU environmental location
    • NEMA Type 3R
    • Lockable
    • Tamper Resistant
    • UV resistant
  12. Network: 
    • WAN Communications: Cellular
    • Capable of remote configuration and reporting
  13. Payment System:
    • Capable of remote control and authorization
    • Contactless credit card reader
    • WWU Transportation Services typically does not utilize the charger billing system, but incorporates the energy fees into the parking permits.
  14. A qualified factory-trained manufacturer’s representative shall certify that the equipment has been installed as per the manufacturer’s recommendations.
  15. Manufacturer’s warranty shall cover parts and labor for a period of one year from the date of Substantial Completion to repair or replace failed components and/or due to workmanship.
